Can drone or aerial data replace a ground survey?
Not under a tree canopy, and not for boundary. Aerial methods are useful for large open areas, but wooded sites need ground shots to get real grades, and legal boundary always requires a surveyor's judgment on the deed evidence.
How early should the topographic survey happen?
Before the civil engineer starts. Design built on assumed grades gets redesigned when real grades arrive, and that redesign costs more than the survey did.
