It is the leading hypothesis and a testable one. Borings at the distressed and stable portions establish what each bears on; a structure spanning rock and clay moves differentially almost by definition unless the foundation was designed for it.
Does drought drive foundation claims here?
Strongly. Extended dry cycles shrink the clay and settle foundations that survived normal seasons, and claims spike a year or two after major droughts. The soil moisture profile at investigation time is part of the evidence.
