Business Development Manager — Virginia Beach, VA
The Business Development Manager owns a market: the general contractors, owners, developers, and design firms in it, the pipeline of projects they have coming, and the proposals that turn those projects into signed testing and inspection work. You work alongside a seller-doer engineer who prices and seals the technical side; your job is the relationships, the pipeline, and the close. Compensation is a base salary plus commission on collected revenue from the accounts you develop.
This is a project-site position supporting programs in and around Virginia Beach, Virginia, staffed through the Washington, DC regional hub on a project basis with travel as assigned.
Around Virginia Beach, the day-to-day is Tidewater shrink-swell clays, Piedmont saprolite, and data-center concrete at scale, with variety that builds a career, not a resume.
What you'll do
- Build and work a target list of contractors, owners, developers, and design firms in your market; own those relationships end to end
- Track permits, bid boards, and project announcements to find work before it is awarded; qualify and pursue it
- Run the pursuit pipeline in the CRM from first contact through proposal, negotiation, and signed agreement
- Coordinate proposals with the engineering team: scope, pricing, qualifications, and follow-up
- Represent the company at industry associations, pre-bid meetings, and client events; report pipeline and results monthly
What we're looking for
- 5+ years selling professional or technical services to the construction industry — testing, inspection, engineering, equipment, or subcontracting
- An existing network of contractors, owners, or design firms in the market of the posting
- Disciplined pipeline habits: documented, forecastable, and honest
- Comfortable talking specifications and schedules with a superintendent and contract terms with an owner
What a week in this job looks like
Your week is built around the pipeline: three or four client visits, a pre-bid meeting on a job you want, a proposal review with the engineer who will price it, and the follow-up calls that keep deals moving. The permit and bid-board research happens early in the week so the visits later in it have a reason behind them.
Friday is the forecast — what closed, what moved, what died and why — reported straight. A pipeline that is honest about its losses is worth more to the company than one that looks good.
Compensation and how it is measured
Base salary runs $85,000 to $115,000 depending on experience and market. Commission is paid on collected revenue from the accounts you develop, at rates set out in writing in the offer, with no cap. The measures are signed work, collected revenue, and retained accounts.
Positions are based in the market of the posting; Texas positions report to the Sugar Land headquarters. Expect regular local travel and occasional travel to Sugar Land for planning.
How hiring works, and our commitment
Apply with your network, the services you have sold, and the numbers behind them. Expect a direct conversation with the people you would work for, references that get called, and a written offer consistent with this posting. The role requires a valid driver's license and regular travel within your market, with pre-employment screening consistent with client requirements.
We are an equal opportunity employer and consider every applicant without regard to race, color, religion, national origin, age, sex, sexual orientation, gender identity, disability, or veteran status.

FAQ
Working in Virginia Beach — common questions
Is the Business Development Manager position in Virginia Beach an office job or a field job?
In the market, not at a desk. Business Development Managers spend most of the week in client offices, at jobsites, pre-bid meetings, and industry events in their market, with office time for proposals and pipeline reporting.
Which hub covers Virginia Beach?
The Washington, DC regional hub, about 153 miles away. Work in Virginia Beach is staffed on a project basis through that hub.
Do I need to relocate to Virginia Beach?
Not necessarily. Project-site positions are staffed with travel and per diem as assigned; candidates already living near Virginia Beach are preferred when a project starts there.
What certifications does a Business Development Manager in Virginia Beach need?
No professional certification is required. What matters is a verifiable record of selling technical services to construction clients and a network in the market. Industry association involvement (AGC, ABC, ACEC, ASCE) is a plus.
What tests will I run on Virginia Beach projects?
Fresh concrete testing at the truck — slump (ASTM C143), air content (ASTM C231), temperature (ASTM C1064), unit weight (ASTM C138), cylinder casting (ASTM C31) — and nuclear density on fill lifts (ASTM D6938) against the ASTM D698 or D1557 Proctor, plus aggregate and soil sampling for the laboratory.
What should I include in my application?
Years of experience, any certifications (ACI, NICET, ICC, nuclear gauge), and either a resume file or a short work history in the form. Applications without certifications are welcome for entry-level roles.
